Data loggers take GPS hardware a step further by adding the ability to capture and store GPS coordinates continuously during a trip. These "waypoints" are referenced later to review the route you traveled and for other purposes. An application could certainly be written to do this on a GPS-equipped Windows Mobile device, but the device would have to be on all the time to capture the data, and this would drain the battery. A dedicated data logging device is a better way to go.
